Is an agency owned by the Minister of Finance (Incorporated) which is mandated to lead the development of the franchise industry in Malaysia.

Pernas aims to lead the development of the franchise industry in Malaysia and the number of franchise entrepreneurs, through expertise in providing quality services and products.

Pernas also plays a role in pioneering and leading the growth of the countries franchise industry in order to realize the goal of producing more entrepreneurs in the franchise business field. One of Pernas main objectives is to develop local products and expand access to international markets.

Pernas also provides advisory services and special schemes for franchisors and franchisees and welcomes franchise partners to Malaysia.

Headquartered in Menara Pernas, Bangsar South City, Pernas also has five corridor offices, namely the Eastern Regional Pernas Office, the Northern Regional Pernas Office, the Southern Regional Pernas Office, the Sabah Regional Pernas Office, and the Sarawak Regional Pernas Office, which are ready to carry out their responsibilities to produce more franchisors and franchisees to the international level.

Sector Focused Equity Investment.
Emphasizes growth areas aligned with national initiatives: renewable energy, electric vehicles (EVs), AI, battery production, and waste to energy technologies, supporting Malaysia clean energy roadmap.
Recently began equity injections into three companies in these sectors, seeking strong returns while advancing government objectives.

Islamic Financing via Tawarruq.
Supports SMEs with business transformation initiatives, offering Shariah compliant financing up to RM500k (pre franchisors) and RM50k (franchisees) at 4.75% profit rate over 5 year terms.

International Expansion Support
Conducts overseas trade missions and provides franchise internationalization assistance (example., participant companies like Gloria Jeans in the UK, Dubai, Southeast Asia).
Since 2014, has financed over 2,283 franchise entrepreneurs, up to RM 461 million, aiming to reach 5,000 entrepreneurs and produce larger shareholder equity disbursements by 2025.
