SAUDI ARABIA: All categories of foreign investors including non-residents, can invest directly in the Saudi Main Market (Tadawul) from the 1st February 2026, announced the Capital Market Authority (CMA) – eliminating the concept of ‘Qualified Foreign Investor’. “Accordingly, the capital market, across all its segments, will be accessible to various categories of investors from around the world for direct participation,” the CMA said. In implementing the October 2025 initial proposal, the CMA said non-resident foreign investors can hold a maximum 10% of any individual issuer’s shares and instruments where total foreign shareholding is capped at 49% of any Saudi-listed entity. This limit does not apply to foreign issuer’s shares listed on Tadawul.
