Company Profile
The Qatar Financial Centre Regulatory Authority (QFCRA) plays a central role in developing and supervising Qatar’s Islamic finance industry. The Authority introduced dedicated Islamic finance regulations in 2005, followed by the Islamic Banking Business Prudential Rules (IBANK) in 2015, which set out operational, risk management, and Shariah compliance requirements for Islamic banks and financial institutions. QFCRA continuously updates these regulations to align with international best practices, such as those set by the Islamic Financial Services Board (IFSB).
Key Regulatory Features
- Shariah Governance: QFCRA requires Islamic financial institutions to have independent Shariah supervisory boards responsible for ensuring all activities comply with Shariah principles, conducting regular reviews, and reporting on compliance.
- Prudential Standards: The Authority enforces specific capital adequacy, risk management, and disclosure requirements tailored to Shariah-compliant products, including sukuk, profit-sharing investment accounts, and Islamic funds.
- Innovation and Growth: QFCRA supports fintech, asset management, and cross-border Islamic finance initiatives, and offers a favorable environment for foreign ownership and tax efficiency to attract Islamic finance firms.
Regional and Global Engagement
QFCRA is an associate member of the IFSB and collaborates with international partners to enhance Qatar’s Islamic finance regulatory framework and promote the country as a regional hub for Shariah-compliant financial services.
